Is there anything OTC for the use of genital scrotum () psoriasis?

It seems that my husband has psoriasis on the scrotum and it was really self-esteem. He can not get permission to see a dermatologist, GP has been unable to diagnose. Just tell him that using Cetaphil or other "medical degree" lotion, which does not help at all. Any advice?
